How the Drug & Alcohol Clearinghouse Works

The FMCSA database gives employers and agencies access to records of covered drug-and-alcohol program violations.

The FMCSA Drug & Alcohol Clearinghouse is a federal database containing records about violations of the drug-and-alcohol testing program for commercial driver’s license and commercial learner’s permit holders. FMCSA’s official Clearinghouse pages describe who must register, when queries are required, and how return-to-duty information is reported.

What the database contains

The Clearinghouse holds records of covered positive drug or alcohol tests, refusals to test, and other violations reported under the federal program. It also records completion of the return-to-duty process when the required information is submitted.

Employers, medical review officers, substance abuse professionals, and consortia or third-party administrators have different reporting duties. Drivers can log in to view their own records and respond to requests that require consent.

Employer queries

FMCSA distinguishes between limited and full queries. A limited query tells an employer whether information exists in a driver’s record but does not reveal the detailed record. A full query provides detailed information and requires the driver’s electronic consent in the Clearinghouse.

The employer requirements apply at specified points in the employment and monitoring process. The official FMCSA instructions should be checked for current deadlines, query-plan requirements, and the exact steps for a particular account type.

Licensing consequences

FMCSA’s Clearinghouse-II materials explain how a prohibited status is communicated to state driver licensing agencies. State agencies use that information within the federal process affecting commercial driving privileges. Because a driver’s record and state action are fact-specific, the live Clearinghouse record and the relevant licensing agency are the authoritative sources.

Keep the source current

Clearinghouse procedures, forms, and guidance can change. Use FMCSA’s official portal and learning center rather than a saved third-party checklist when completing a query or report. This overview explains the system’s structure and does not provide legal advice about an individual record.
